Effective from 20 April 2023

Transitory period:

For substances already on the market, it is necessary to evaluate the new hazard classes and labelling before 1 November 2026. For new substances, before 1 May 2025.

For mixtures already on the market, the evaluation must be done before 1 May 2028. For new mixtures, before 1 May 2026.

Mandatory application:
the changes in Annexes I and II to this Regulation shall apply from 1 December 2014 for substances and 1 June 2015 for mixtures;
the changes in Annex III to this Regulation shall apply from 1 April 2015, extended to 1 January 2016 (Regulation 491/2015).

Mandatory application:
from 1 December 2014 for suppliers of substances.
from 1 June 2015 for suppliers of mixture.
Derogation:
substances classified, labelled and packaged in accordance with Regulation CLP and placed on the market before 1 December 2014, shall not be required to be relabelled and repackaged until 1 December 2016;
mixtures classified, labelled and packaged in accordance with Directive 1999/45/EC and placed on the market before 1 June 2015, shall not be required to be relabelled and repackaged until 1 June 2017.

Amending classification labelling of certain substances in Annexes I, II, IV and V of Regulation 790/2009.
Mandatory application:
from 13 August 2013. Suppliers are not required to relabel or repackage substances, that they have already placed on the market in accordance with Regulation (EC) No 1272/2008, before entry into force of this Regulation.

This regulation takes into account the 4th edition of the GHS.
Effective from 21 June 2013

from 1 December 2014 for suppliers of substances;
from 1 June 2015 for  suppliers of a mixtures.
Transitory period:
mixtures classified, labelled and packaged in accordance with Directive 1999/45/EC and placed on the market before 1 June 2015, shall not be required to be relabelled and repackaged in accordance with this Regulation until 1 June 2017.
Postponement:
mixtures classified, labelled and packaged in accordance with Directive 1999/45/EC and placed on the market before 1 June 2015, shall not be required to be relabelled and repackaged until 1 June 2017

Adjustment of Art.3 of Directive 2013/10/UE relating to non-flammable, flammable and extremely flammable aerosols.
This Regulation shall enter into force on the twentieth day following that of its publication.
Mandatory application:
since 19 June 2014 for aerosol dispensers containing a substances;
since 1 June 2015 for aerosol dispensers containing a mixtures.
Transitory period
aerosol dispensers containing mixtures may be labelled in accordance with this regulation before 1 June 2015;
aerosol dispensers containing mixtures and placed on the market before 1 June 2015, are not required to be relabelled in accordance with this regulation until 1 June 2017.

Postponement:
Substances classified, labelled and packaged in accordance with Regulation (EC) No 1272/2008 and placed on the market before 1 December 2012, are not required to be relabelled and repackaged in accordance with this Regulation until 1 December 2014;
Mixtures classified, labelled and packaged in accordance with Directive 1999/45/EC  or Regulation (EC) No 1272/2008 and placed on the market before 1 June 2015, are not required to be relabelled and repackaged in accordance with this Regulation until 1 June 2017.
